Recone or new surrounds??

I pulled my stash of JBL speakers out of 25 year storage and although all worked and some were brand new, not all did so well. I have attached some pictures. The cones look good and all VCs move freely within their magnets, it's just the surrounds that are shot. Could I get away with new surrounds or will I need to recone?
Also, any recommendations for repairs in the San Francisco / Oakland Bay Area?
