I'm assuming you have a pair of Model 19.
I'm also assuming you are comfortable taking your speakers apart and running wires between them without shorting your amp out. Is this true?
If so - the logic thing is to try the non working HF horn with the working system.
Hook up only the working speaker to your amp. You can use a pair of wires to feed the horn signal from your known-working crossover into the non working horn. They should be the only wires connected to that horn. If the "bad" horn works when connected to the working speaker/crossover, its a crossover fault. if it does not work, something is wrong with that horn driver.
