Can I use a regular amp with LT & RT outputs to drive one sub? How would I wire it and does the 4645c have a built in cross over?

It really depends on the amp. Some amps can be run in mono, others can be run as a bridged amp if you invert one channel on the input. In english that means one channel is normal polarity going in and the other is out of phase before it goes in. Of course you need additional electronics to do that and an electronic active crossover will do that (maybe)

I would get a mono plate amp from parts express. They are not too expensive, have built in crossovers, and are really what you need to power a sub easily

You should be using an external crossover (electronic, not passive)
with sub-bass rolloff, and a high quality amp with enough power to suit
your room/environment. Then you'll have enough bass to loosen your bowels.

Whether you bridge a dual channel amp or not is your call (should be based on your
knowledge and experience, as improper bridging can damage things).
