How to get the texture on the grey utility cabinets and blue baffles has been discussed here years ago, but there is no definitive answer as far as I can find. Seems like KenRick sound has pin pointed a good method which is close enough for comfort, but not found it publicly available.

I've thought about using car body filler on a roller to get a pointy surface and then sand it down to a few mm. Can't imagine it being good enough. Any input?
Another thing is grinding PVC into very fine dust and putting it in the primer and, putting that on with a roller.
Any other ideas?
