Wow!

Interisting solution for coupling the speaker to the horn _ not only reduced area in front of the horn but also reduced volume. The latter is always done with HF compression drivers but often overlooked with bass horns.

Peter I believe they were trying to bring up the top end by filling the front chamber. They went to considerable trouble to do this; some old photos of a slightly later driver below. Later on they came out with an additional waveguide to extend the top end further that could be retrofit into these early horns. These components were used full range in the early 1930s systems, so every bit of top end response helped.
