I believe (but don't have the version documentation to know for certain...), that all poster deletes are "soft - in that, they show the post having been there. Same-same with Threads. You ain't got that power.
Moderators of the particular forum do have the mojo, and can obliterate (read: make invisible and unaccessible) current posts, deleted posts, and current and deleted Threads. pm the relevant Moderator - they love to do clean-up! :rtofl:

I'm not exactly certain I understand your sytax, but mostly, "yes".
Posters can erase the content of their post, but the post "place holder" remains. Moderators can go in and remove these, but it's tedious. You are not alone in your fussing over this new "feature".
wrt old permissions, yes - OP's (Original Posters, or Thread Starters) could obliterate a thread they started, if within the time-limits of the first post. That is, so long as they could still edit the first post, the OP could wipe the slate clean. No longer.
I don't know who in India thought that was an "upgrade" but there it is...
