I have two 375 16ohm drivers and one measures 9.2 ohms while the other measures 22.3. What causes such a discrepancy in the measurements?

They can measure radically differently due to an almost endless list of possible issues.
Have you played signal through both drivers and compared them?
FWIW: 9.2Ω is about right for a 16Ω driver... doesn't mean it is a good driver, but it is encouraging.

Have not tried running a signal into them. More than anything just curious what one would/could do with them.
