Zilch, possibly you show your age here Between 1901 and 1964 there was a rather bizarre definition involving the base mass unit and properties of water ("1 liter is the space occupied by 1 kg of pure water at the temperature of its maximum density (3.98 °C) under a pressure of 1 atm."), see http://en.wikipedia.org/wiki/Litre. Prior to, and after this period, 1 liter equals 1 dm^3 by definition. After this hair splitting, here's how I "remember" the conversion factor:
1 ft = 12 in
1 in = 25.4 mm
1 m^3 = 1000 l
=>
(12 * 0.0254)^3 * 1000 = 28.317
Closing rant: BTW, 'deci' and 'centi' prefixes are also historical garbage, as the recommendation since long is to use 'milli' instead (e.g. m and mm is fine, but not dm or cm, and thus not dm^3 or cm^3 either).
Alas, the hour and the day are not SI units either, apparently.
