136h refoam question

Looking to buy a pair of 136h woofers and the foam surrounds were installed with the surround on the front of the cone instead of the back. Looks
like the installer used a oversized foam surround, no space between the foam inside edge and the outermost rib. Does this make any difference?
Price is $550.00+$80.00 shipping. Just want to hear what the experts have to say on this.
