Depends on what sort of amps they are. Many amps have two inputs per channel so other amps can be patched across.

I would personally keep the signal path as simple as possible. Another electronic device between the pre and the amps will probably alter the sound. Why don't you spend a couple of dollars on a few splitters and see how you like it? Also, some power amps have piggy-backing capacity.

If you use a "Y" connector as Lee suggested, you will indeed keep the same voltage. There is no problem for a low impedance source (your preamp) to drive multiple high impedance loads (your amps), the current will increase but the voltage will stay the same.
I reckon you will need a lot of amplifiers in parallel to start seeing a decrease in voltage from your preamp.
What you can't do is have a load that is of a lower impedance than the source, for example driving an 8ohms speaker from a 70V line, or have an older crystal microphone connected to a low Z input made for dynamic mics.
