Probably the wrong place to ask this question. Most here won't use "good" and "after-market" in the same sentence when referring to JBLs. How cheap do you want them to be? How expensive were the ones you found?
You should be asking where is the best place to have a factory re-cone done. You're in California so consider yourself lucky to have so many good options. Get it while you can!

OC should carry them, can't speak to the quality.
Make sure any after market kits use an underhung voice coil for proper placement in the gap !
