I'm refurbishing some E-155 baskets prior to reconing. Some sanding and a bit of elbow grease has taken care of the nicks and tarnish on the aluminum rims but what is the best type of 'JBL black' paint to use on side of the rims.

I would say just matt-finished black is fine.
Not sure if your E-155's have wrinkle paint there but in case yes do a search here for 'wrinkle' or 'VHT', and several threads will come up. This one mentions two manufacturers:

In my part of the world the VHT stuff is often available in Harley Davidson shops. Black has # SP201.
I'm thinking those were more like an "eggshell black" ( almost flat, but not quite)...
don't have a mfg or p/n for you... :dont-know -grumpy
If I remember, krylon 1613 is a perfect match BUT make sure the raw aluminum is primed first.
This is the standard-issue rock-n-roll PA rig paint. Matches everything.
