I am certain I downloaded an owners manual for both the S109 & L25 at this site but cannot find them now.

Were the owners manuals ever available for DL on this site?

No the owners manuals are not usually found here. You usually can get the owners manuals in the support area of jbl.com.
The tech sheets are also at jbl.com, but the links are not public, because JBL normally does not give them to end users, they are intended for technicians. But if you do a search here, the links to the tech sheets can usually be found. It helps to search for posts by Giskard, along with the speaker model.

I would like to get a copy of the entire thing. I've got a set of them and I am trying to piece together any materials relative.
