Jbl 4638 cab with Jbl 2446h horn. Help me

I picked up a pair of these speakers off of craigslist for 200.00. The cabs have 2 15 inch woofers and on top it has a jbl 2446h horn. The problem is on the side it has terminals for Hf and LF. When i hooked the speaker wires to the HF terminals nothing happened. So i took the plate off and there is no wires connected to it. Just wires to the LF terminals. Do i need a crossover for the HF terminals. Im really at a lost. Also i see on the web that speakers are 4670d cinema Loudspeaker System.

I have the Jbl 2446h horn, Not the jbl 2380. It on top of the speaker with jbl 2509a mounting bracket. I dont know what you mean by l-N4638 network,,,, Thank you for your reply.

About the l-N4638 network, read the link I provided. If you don't have this network then you need a DSP like dbxPA+, dbx 260 or any other model.
