L100's woofer on top?

This has probably been asked before, but are L100's supposed to be placed with the woofer on top as seen in the photo below?

If the speakers are mounted high so that this placement puts the tweeter closer to ear height, it's a good idea. But if they are on the floor, or close to the floor, put the woofers down. In the case of the photo, it was just done to match up with the 4311s and make a nice picture.
